That is exactly who we design for. It works in the browser with no install, loads fast on cheap phones, and asks nothing complicated. If the bread seller cannot update her listing, we failed.
Who runs the app after you hand it over?
Someone from the street, and we make that job small. Approving a vendor or posting news takes a minute on a phone. We stay reachable if the street outgrows the first version.
